Ex-ante greenhouse gas balance of agriculture and forestry development programs

چکیده
EX-ACT (EX-Ante Carbon-balance Tool) is a tool developed by the Food and Agriculture Organization of the United Nations (FAO). It provides ex-ante measurements of the mitigation impact of agriculture and forestry development projects, estimating net C balance from GHG emissions and Carbon (C) sequestration. EX-ACT is a land-based accounting system, measuring C stocks, stock changes per unit of land, and CH4 and N2O emissions expressed in t CO2-eq per hectare and year. The main output of the tool is an estimation of the C-balance associated with the adoption of improved land management options, as compared with a “business as usual” scenario. EX-ACT has been developed using primarily the IPCC 2006 Guidelines for National Greenhouse Gas Inventories, complemented by other existing methodologies and reviews of default coefficients. Default values for mitigation options in the agriculture sector are mostly from the 4 Assessment Report of IPCC (2007). Thus, EX-ACT allows for the carbon–balance appraisal of new investment programmes by ensuring an appropriate method available for donors and planning officers, project designers, and decision makers within agriculture and forestry sectors in developing countries. The tool can also help to identify the mitigation impacts of various investment project options, and thus provide an additional criterion for consideration in project selection.

Mitigating greenhouse gases: The importance of land base interactions between forests, agriculture, and residential development in the face of changes in bioenergy and carbon prices
a r t i c l e i n f o The forest sector can contribute to atmospheric greenhouse gas reduction, while also providing other environmental, economic, and social benefits. Policy tools for climate change mitigation include carbon-related payment programs as well as laws and programs to impede the loss of agricultural and forest lands to development. Policy makers will base their expectations of th...
متن کاملMeasuring Abatement Potentials When Multiple Change Is Present: the Case of Greenhouse Gas Mitigation in U.s. Agriculture and Forestry
Abstract Mathematical programming is used to examine the economic potential of greenhouse gas mitigation strategies in U.S. agriculture and forestry. Mitigation practices are entered into a spatially differentiated sector model and are jointly assessed with conventional agricultural production. Competition among practices is examined under a wide range of hypothetical carbon prices. Simulation ...
متن کاملThe Opportunity Cost of Land Use and the Global Potential for Greenhouse Gas Mitigation in Agriculture and Forestry
This paper analyzes the role of global land-use in determining potential greenhouse gas mitigation by land-based activities in agriculture and forestry. Land-based activities are responsible for over a third of global greenhouse gas emissions, yet the economics of land-use decisions have not been explicitly modeled in global mitigation studies. In this paper, we develop a new, general equilibri...
متن کاملCreating a Role for Agriculture and Forestry in Emerging Carbon Markets
Encouraging agricultural and forestry carbon sequestration and greenhouse gas mitigation is a necessary tool to meet U.S. emissions targets at minimum cost, but implementation challenges have relegated the agriculture and forestry sector to a marginal role in national and international cap-and-trade and energy policies, including those currently being discussed by U.S. legislators. However, the...
